[Mp4-tech] B picture with all Intra MB's ?

Dear experts,

Is it permitted to code all MBs as intra and still have the picture type
as for B picture ?

Though the picture type is B but still as per i see the standard doesnot
tell anything regarding this.

According to the standard it should decode.

Plz clarify if i am wrong !
