Yes it's in the 2004 Version. If you are a MPEG Member that's
document number n5546.

BTW: Why bother with MPEG-4 part 2 FGS at all? FGS will be removed
from the next edition again, because nobody provided conformance bitstreams.

MPEG-4 part 10/AVC/H.264 SVC extension is way cooler anyway
