Respected sir/madam,

My name is mamatha.i completed my B.E(2 weeks back).i am  interested
in  MPEG standards,so i downloaded a project(MPEG-4
encoder-decoder(video)).

i worked on it,now i am fine with MPEG-4.

i planning 2 develop some tool,which will convert this video to mpeg 7 format.
that is,the tool will allows us 2 give description for any .mp4 video.

my question is,can i develop that tool without a standard(which we are
supposed  2 buy from ISO ppl).
 which i can,t buy,as i am student.
can i get some source code for MPEG-7 online.

is it possible for me 2 develop this tool,with some source code that
is available on net.

plz help me.

 hope I  will be able 2 implement this idea.
